Each member of the Parham Engineering Consultants (PEC) team possesses a unique combination of skills and experiences, including advanced degrees in engineering and practical experiences in the areas of accident investigation, analysis, and reconstruction. This combination of skills creates a unique synergy that allows PEC to provide our clients with a level of legal consultation, within a diverse range of vehicular and pedestrian accidents, that is unsurpassed in the depth or quality of its analysis.

J. Alan Parham, P.E.
Mr. Parham is a practicing engineer and accident reconstructionist with more than 25 years of engineering experience. His experience is in general civil engineering, traffic engineering, highway design, civil site design, transportation research, and teaching. Mr. Parham has been recognized in various state and federal courts. His diverse range of professional engineering experience ranges from practical design to cutting-edge research and includes human factors issues. This variety of engineering experience enhances his capabilities in the accident reconstruction arena.

Mr. Parham’s clientele includes plaintiff, defense & criminal defense attorneys, insurance companies, construction contractors, and land developers. Through the teaching of technical workshops and explaining highway plans to citizens and public officials at public hearings, Mr. Parham has developed an ability to explain complex engineering issues in clear and understandable terms.

James E. Norris II, P.E., ACTAR
Mr. Norris is a professional engineer and analyst with PEC. His experience is in general civil engineering, traffic operations and engineering, civil site design, design plan review, and transportation planning. Mr. Norris’ variety of engineering experience enhances his capabilities in the accident reconstruction arena. While working in various roles for the Federal Government, as well as the local Knoxville government, Mr. Norris has developed an ability to explain complex engineering issues in clear and understandable terms to laypersons and peers alike.

Garrett Foster, Senior Technician
Mr. Foster is part of the PEC Active Response Team, assists the Engineers, and is responsible for performing field data collection. He also plays an important role in PEC graphics development by providing field data processing and computer aided drafting.

Stacie Cobb, Business Manager
Ms. Cobb works as part of the PEC team by overseeing the company’s day-to-day operations. She also assists in report development and bookkeeping, along with deposition and trial preparations.
